- Philadelphia DHS RFP: The Philadelphia Department of Human Services (DHS) is seeking qualified community-based organizations to provide site-based services to youth who are at risk, and who have come to the attention of the Philadelphia Police after a curfew violation. This proposed community-based program is intended to augment DHS’ array of delinquent diversionary services by providing structured activities that promote positive youth development with an emphasis on family engagement, conflict resolution, violence prevention, mentoring/coaching and service linkages.
