  • DHS Children with Extraordinary Medical Conditions Procedure/Policy Change: On December 13, 2021, Philadelphia DHS released a policy on informing CWO staff of their responsibilities regarding planning and case management for children and youth with extraordinary medical conditions who are in the custody of the Department.   • DHS COVID Vaccine Consent Change: In order to keep children and youth safe and based, in part, on Philadelphia Department of Public Health (PDPH) regulations, Philadelphia DHS recently announced that youth ages 14 years and older in DHS custody may consent to receive the COVID-19 vaccine if they are capable of giving informed consent and they receive the appropriate information concerning the vaccine. Youth ages 14 years and older in DHS custody may consent to and receive the vaccine without the permission of their parent or guardian. While PDPH has also authorized youth ages 11 and older to consent to the vaccine, the youth consent portion of this memorandum only applies to youth ages 14 years and older. This memorandum replaces the May 27, 2021 memorandum which informed staff that youth ages 16 years and older in DHS custody could consent to the COVID-19 vaccine without parental permission. Parental consent is required for children ages 5 -13 years old to receive a COVID-19 vaccination. In conjunction with this policy change, DHS circulated the following materials:
