RFP for a Small Low-Barrier Emergency Shelter

Due Date: 3:00 PM Eastern Time on Thursday, August 31, 2023

Allegheny County, through its Department of Human Services (DHS), is seeking Proposals from qualified Proposers to operate a new low-barrier shelter located at 2230 Brownsville Road in the City of Pittsburgh’s Carrick neighborhood (henceforth referred to as the Shelter). The Shelter will be open 24 hours a day, year-round, with a maximum nighttime capacity of 13 people. The Shelter will offer individuals experiencing homelessness a safe and welcoming place to stay, along with housing-focused case management to support Clients’ long-term stability and well-being.
