The Philadelphia Department of Human Services, Division of Child Welfare Operations (CWO), is issuing a Request for Proposals to seek bids to provide the following services in accordance with the attached performance standards. Group Home Care (GHC) is designed to meet the needs of youth ages 13-21, who are unable to live in a family-based setting and who do not require more intensive residential service, such as Residential Treatment. GHC provides 24-hour/7-days a week care and supervision to youth who are involved with DHS and are unable to live in their homes of origin or in other family-based care.
