(HARRISBURG, PA) The Pennsylvania Council of Children, Youth & Family Services (PCCYFS) has released their public policy platform for the 2025-2028 legislative session. The priorities are: 1) a well-funded children’s services system, 2) workforce development, and 3) affordable access to liability insurance. As the only association laser-focused on children, youth, and family services in Pennsylvania, these priorities are critical to securing healthy neighborhoods and communities in Pennsylvania.
“This report offers some very actionable ways that state leaders can support children’s services providers continue to be the social safety net that Pennsylvanians need,” said PCCYFS President and CEO, Terry L. Clark. “Children’s services providers offer Pennsylvanians a chance to establish a strong foundation, and they deserve our unwavering support. While these challenges are complex, PCCYFS has solid successes that we can point to, and we look forward to continued work with our partners to advance these important solutions.”
The report proposes targeted, actionable considerations for decision-makers across Pennsylvania in three primary areas:
- A well-funded children’s service system: Solutions include maximum funding rates and new funding models while also minimizing duplication of spending.
- Workforce development: PCCYFS emphasizes the need for greater flexibility and a focus on safety to advance member recruitment and retention challenges.
- Affordable access to liability insurance: PCCYFS has partnered with county agencies, state partners, and insurers across the Commonwealth to identify practical solutions to give providers an opportunity to continue their life-affirming work.
