On July 17, PCCYFS submitted a letter to Governor Shapiro requesting clarity on his position of which children’s services would qualify as an essential services and further requesting that he strongly consider including child welfare and juvenile justice as services that continue to receive payment during the FY2024 budget stalemate, if he had not already.
The letter outlines the Governor’s priority to continue funding areas that affect the health, safety and protection of Pennsylvanians, and urges him to characterize child welfare and juvenile justice under that category. PCCYFS noted the categorization of these services as essential during the COVID-19 pandemic and the challenged fiscal health of these agencies to sustain operations without continued payments.
