FY 22-23 Needs Based Plan & Budget (NBP&B) Overview

On June 8, 2021 the PA Department of Human Services (DHS) Office of Children, Youth & Families presented the Needs Based Plan & Budget (NBPB) Overview Training to County Children and Youth Administrators and Fiscal Officers. Attached is the PowerPoint presentation shared during the training.  Providers should pay close attention to slides 1 – 27, which explains many of the changes that counties must follow in preparation of creating and submitting their budget.  The training focused on federal and state initiatives as well as the pandemic with an emphasis on the impact those areas may have on providers, resulting in increased costs being requested by providers. While the content is guidance to counties in preparing their budgets, the content will help you as a provider understand what counties are expected to include in their budget requests in terms of increased costs to support their budget submission to the state.  Providers should be engaging in conversations with the counties with whom they have contracts for services to ensure that adequate information is being provided to counties.
