The COVID-19 pandemic public health emergency was renewed on July 15, 2022. Counties are reminded that the Pennsylvania Department of Human Services was approved to waive the federal requirement relating to §475(8)(B)(iv) of the Social Security Act relating to the required education and employment conditions for youth over age 18 to receive Title IV-E assistance as allowed under The Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. §5121 et seq.) (Stafford Act).  Therefore, youth over the age of 18 do not need to meet the participation requirements employment and education in order to receive foster care services.  This approved flexibility remains in effect during the COVID-19 pandemic public health emergency which is currently set to expire on October 13, 2022 (subject to be extended).  The Declaration can be found here: COVID-19: COVID-19: Renewal of Determination that a Public Health Emergency Exists (hhs.gov).
