Pennsylvania Partnerships for Children in partnership with the Education Law Center released the report Supporting Success for Pennsylvania’s Students in Foster Care: Data, Outcomes, and Stories from the Field. This report includes data on educational outcomes for children and youth in out-of-home care and policy recommendations to improve educational outcomes for these students.

Based on the outcomes and data reviewed the following policy recommendations are made in the report:

  1. Improve School Stability
  2. Increase Data Collection
  3. Improve Oversight for Students in Congregate Care
  4. Revise Approaches to School Discipline
  5. Provide Specialized Training
  6. Provide Additional Funding
